Minister Truong Minh Tuan welcomed Mr. Gen Narui  and Japan’s IT enterprise delegation to visit Vietnam.

Minister Truong Minh Tuan said that Vietnam and Japan had a comprehensive relationship, especially in IT sector. The minister’s coming visit to Japan will also contribute to promoting cooperation in the field of information technology and postal services between the two countries.

Minister Truong Minh Tuan said that the Government of Viet Nam identified Telecommunications and IT as a spearhead in economic and social development, making important contributions to the national development. At present, IT is applied in all areas, in which the open source software also attracts the attention of users.

Since 2012, Vietnam has issued the list of open source software. The benefits of open source software are obvious: lower costs, reduced dependence on a partner's technology and information security.

Mr. Gen Narui agreed that the relationship between Vietnam and Japan was developing strongly. A challenge facing Japan is the declining IT manpower. Therefore, Japan must outsource to make up for this shortage of manpower. At present, Japan’s IT businesses are looking to Vietnam to seek cooperation in IT development and human resources.

The Chairman of Linux Association expressed his delight at Vietnam Government's interest in open source. He pledged to support Vietnam in training Open Source Engineers certified by the Japan Linux Association - the largest organization that provided Open Source Certification. Currently, East Asia University (Vietnam) was working with a Japan’s company to train open source technicians, said Mr. Gen Narui.

Regarding the cooperation in IT human resources training, Minister Truong Minh Tuan suggested that Linux Association, East Asia University cooperated with the Posts and Telecommunication Technology Institute in training open source engineers to supply human resources for IT enterprises both in Vietnam and Japan.
