MIC and Ministry of Internal Affairs and Communications of Japan to cooperate in post, telecommunications and information security

On September, 14 th , 2016, in Hanoi, Minister of Information and Communications Truong Minh Tuan received and worked with the delegation of the Ministry of Internal Affairs and Communications of Japan led by Mr. Jiro Akama, Standing Deputy Minister. Attending the meeting were representatives of functional units of MIC and Ministry of Internal Affairs and Communications of Japan.

At the meeting, Minister Truong Minh Tuan highly appreciated the cooperation between the two countries for over 40 years in all areas of economy, society, security and defence. In the field of information and communications, the two sides have achieved significant results in the development of many sectors.

Minister Truong Minh Tuan also appreciated the cooperation and sharing of information, exchange of experiences between the two countries in the post sector. In the coming 26th UPU Congress, Vietnam will be a re-elected candidate member of the executive council and Japan also participates in the election. He hoped that the two sides would support each other, and be successful candidates.
 
The information safety and security was also shared by Minister of Information and Communications Truong Minh Tuan. Japan prioritizes ODA fund for information security areas of Vietnam, invited Vietnam’s delegations to Japan to learn, share and exchange experiences, as well as conducted training courses, seminars, conferences on information security.
 
In the field of telecommunications, radio frequency, Minister Truong Minh Tuan Minister hoped the two countries could exchange experiences and cooperate more closely. The Minister also stressed that Vietnam’s telecom market had developed with the participation of many businesses. Vietnam expected more Japanese telecommunications enterprises would participate in this market in order to promote fair competition, while developing the smart city model and improving life quality. Minister Truong Minh Tuan also committed, MIC would continue to create favorable conditions for businesses to create an open investment environment to encourage Japanese businesses investing in Vietnam.
 
Deputy Minister of Internal Affairs and Communications of Japan expressed his desire to promote bilateral cooperation in the field of information and communications. Deputy Minister Jiro Akama said, in 2010, the two ministries had signed a cooperation agreement in the field of post and at present, the two ministries would continue to exchange and sign some new ones in areas such as information security, telecommunications and radio frequency, creating the foundation for a new stage of cooperation between Vietnam and Japan in the field of Information and Communications.
 
In the field of information security, Deputy Minister Jiro Akama shared views with Vietnam on this issue. Therefore, Japan proposed the two sides should conduct a technical cooperation project in the near future.
 
Japan will send Japanese experts to Vietnam to discuss specific contents in building smart cities and hopes that the cooperation in the field of Information and Communications of the two countries will increasingly be promoted, developed for the interests of both countries.
 
In the afternoon, Minister Truong Minh Tuan, Deputy Minister Jiro Akama and Deputy Minister of Information and Communications Nguyen Minh Hong witnessed the signing ceremony of cooperation agreements between the two ministries, including MoU between MIC and the Ministry of Internal Affairs and Communications of Japan; MoU in the field of radio frequency between Authority of Radio Frequency Managment (MIC) and Frequency Department (Ministry of Internal Affairs and Communications of Japan); the cooperation agreement between Vietnam Post and a Japan’s postal and banking business.
