Roadmap for the transition for digital terrestrial TV receivers’ manufacture and import agreed

A conference on implementing regulations on TV receivers’ manufacture and import in the project on terrestrial TV digitalization was organised on 9 May 2012. Deputy Minister of Information and Communications Le Nam Thang hosted the conference.

On 27/12/2011, the Prime Minister issued the Decision No. 2451/QD-TTg approving the project on transmission, terrestrial TV broadcasting digitalisation by 2020. This is the first conference organised since the project was approved. The project fouces on TV receivers’ manufacturers and importers.

Accordingly, beginning in 2013, digital television equipments manufactured domestically or imported would meet MPEG 4 standards, MPEG 2 standards as well. Viet Nam will apply digital terrestrial TV standards, basing on DVB-T standards and next versions.

According to Mr. Doan Quang Hoan, Director General of Radio Frequency Management Authority, this conference created a chance for businesses to discuss dificulties, advantages and offer practical suggestions to carry out the project succuessfully.

Manufacturers and importers agreed with Prime Minister’s policy on the transition.

However, manufacturers complained that it would take at least 1-2 years for them to implement the transition because they have set up their business plans already.

Deputy Minister Le Nam Thang said that businesses must implement the transtition following the roadmap approved in the project by Prime Minister because it is the most appropriate time in terms of technology, market and price to complete the transtition. Businesses that set up their business plans already, can submit the Prime Minister for the consideration and decission. However, new products must meet the new standards.

Many manufacturers said that to avoid the waste, the Ministry should soon issue regulations on standards of TV equipments. In addition, it is said that the State shoud provide tax and other financial support to bussinesses that carry out the transition on technology and production line.

He agreed with this proposal offered by manufacturers.

Deputy Minister Le Nam Thang asked relevant units under the Minsistry working with relevant Minitries namely, Ministry of Finance and Ministry of Technoloy and Science to build detailed guidelines on import, including favoured financial policy for businesses.
