Deputy Minister Phan Tam affirmed that "Faith is the fundamental problem in the digital economy". Confidentiality and privacy are the concerns of citizens when interacting with online service providers through government-managed gateways. Therefore, the government needs to develop legal frameworks to address issues of privacy, transparency, control and accountability.

In Vietnam, the Government is very aware of the role of ICT in socio-economic development. The determination of the Government is reflected in many policies and guidelines in the recent time on building e-government, developing e-commerce, etc.

However, the legal system is not yet completed. Therefore, the research and development of the legal framework for electronic identity is essential, facilitating the deployment of reliable electronic identification services, aiming at a number of important objectives such as building the digital infrastructure, creating the basis for the realization of e-government and digital economy development strategies; encouraging innovation and creativity in deploying online services both in the public and private sectors; ensuring information security for electronic transactions, creating a reliable trading environment, etc.

Deputy Minister expressed his wish that the conference was an opportunity for domestic and foreign agencies and organizations to share experiences, solutions for electronic identity and authentication services, helping the Ministry of Information and Communication in developing, issuing or submitting policies and regulations relating to electronic identity and authentication in Vietnam in the coming time.
