In 2017, the Steering Committee will continue to implement activities related to the scheme and focus on a number of issues related to amending the Decision 2451/QD-TTg of the Prime Minister.
The digital television coverage of 05 Central cities and the neighboring provinces is complied with the scheme and is better than the analogue one. In most covered areas, the number of received channels is from 26 to 70 (including 05 to 07 high definition channels - HDTV). The quality and number of channels are improved markedly.
In Phase 2, the Steering Committee decides to digitize the provinces of Group II, which are covered with digital television, supported with terrestrial digital TV receivers (STB): Thai Binh, Nam Dinh, Ninh Binh, Bac Giang, Phu Tho, Quang Ninh, Thai Nguyen, Dong Nai, Long An, Ba Ria - Vung Tau, Binh Thuan, Tien Giang, Ben Tre, Dong Thap, An Giang and stops analog TV broadcasting (main broadcasting stations) before July, 01, 2017. Ninh Thuan, Khanh Hoa and areas covered by analog television in Quang Ninh, Thai Nguyen, Ninh Binh, Bac Giang, Phu Tho, Dong Nai, Binh Thuan, Ba Ria - Vung Tau will stop broadcasting analog TV as identified by the Steering Committee.
In 2016, 516,030 poor households in the areas affected by the discontinuation of analog TV in provinces and cities directly under the Central Government, were supported with receivers.
At the local level, the propaganda has also been stepped up, especially on analog TV channels and local communication systems.
In addition, to assess the situation before deciding to stop analog broadcasting, the MIC carried out the survey on methods of watching TV in 4 central cities and affected localities; at the same time, collected data on terrestrial digital TV receivers sold in the market. The results showed that, until August,15, 2016, the percentage of households watching digital terrestrial TV and other methods in 04 cities: Ha Noi, Hai Phong, Ho Chi Minh City, Can Tho was high enough to reach the conditions to stop analog broadcasting under Decision No. 2451/QD-TTg.
In 2016, the analog TV was stopped in: Ha Noi, Hai Phong, Ho Chi Minh City, Can Tho ( Phase 1 - August, 15, 2016); 08 provinces of Bac Ninh, Hung Yen, Hai Duong, Ha Nam, Vinh Phuc, Binh Duong, Vinh Long, Hau Giang (Phase 2 – December, 30, 2016, except 3 VHF channels of Vietnam Television in Tam Dao - Vinh Phuc).
In 2017, the Steering Committee focused on: Deploying DVB-T2 coverage in North Delta and South Delta, to ensure the scheme to stop analog TV broadcasting in Quang Ninh, Thai Nguyen, Ninh Binh, Bac Giang, Thai Binh, Nam Dinh, Phu Tho, Dong Nai, Long An, Ba Ria - Vung Tau, Binh Thuan, Tien Giang, Ben Tre, Dong Thap, An Giang before July, 01, 2017.
Speaking at the meeting, Minister of Information and Communications Truong Minh Tuan required: Authority of Broascasting and Electronic Information, Authority of Press and Department of Grassroots Information..., news agencies, local radio and TV stations focused and promoted the dissemination of information relating to digital TV broadcasting; Vietnam Television (VTV), VTC, AVG, RTB, SDTV completed the DVB-T2 broadcasting in Ninh Binh, Binh Thuan and then Bac Lieu, Ca Mau, Soc Trang, Kien Giang, Tay Ninh, Binh Phuoc, Khanh Hoa, Ninh Thuan... to ensure the digital terrestrial television broadcasting in these localities; the supporting of TV receivers for the poor should be completed before July, 01, 2017.
