Vietnam assists Laos to establish Root CA

According to the signed MoU, in the coming time, National Electronic Authentication Center (Vietnam) will support Internet Network Information Center (Laos) to establish an organization that provides certification services of digital signatures (Root CA).

During a working visit to Laos of MIC’s high-ranking delegation, from September, 18 – 21, the MoU signing ceremony between the NEAC and the LANIC was organized under the witness of Minister of Information and Communications of Vietnam Truong Minh Tuan and Minister of Posts and Telecommunications of Laos Thansamay Kommasith.
 
With the valid of 2 years, NEAC and LANIC agreed to cooperate and support the establishment of Laos’ Root CA, under LANIC (Ministry of Posts and Telecommunications).
 
Specifically, according to the MoU, NEAC will be responsible for sharing knowledge and experiences on the establishment and operation of the National Root CA as well as the legal framework and regulations of Vietnam National Root CA, information about technical systems relating to the Vietnam National Root CA, information on the mechanism of charges, organizations providing public certification services in Vietnam, etc.
 
Besides, NEAC will also advise LANIC in building laws, regulations and technical system for the establishment, management and development of the Lao National Root CA as well as digital signature market in Laos.

Along with the sharing of information on the current IT development in Laos, the responsibility of LANIC is: to study NEAC’S experience to build the Lao National Root CA; send technical staff to NEAC, at the same time, also be responsible for supporting the implementation of inter-connection between Laos National Root CA, Vietnam National Root CA and other ASEAN countries’ Root CA.
