Based on the results of Program on Universal telecommunication services Provision by the year 2010, with funding from Vietnam Public-ultility Telecommunication Service Fund, to implement Program on Universal telecommunication services Provision by the year 2020.
Accordingly, all people are supported in using free of charge emergency telecommunication services and fixed directory services; using broadband Internet access services at points providing universal telecommunication services of the Program at the tariffs of universal telecommunications services.
Poor and near-poor households, under the provisions of the State, are supported in using fixed telephone services or postpaid terrestrial mobile services at the tariffs of universal telecommunications services if having contracts with telecommunications operators; in addition, are supported in TV programs serving political tasks, essential information and propaganda on the digital television broadcasting system.
Fishermen on fishing boats are supported in using free of charge maritime mobile services for the operation of maritime search and rescue at sea through the coastal communication system; using maritime mobile services (HF, VHF phones) on the coastal communication system at the tariffs of universal telecommunications services.
Schools, hospitals, village-level people committees are supported in using broadband Internet access services at the tariffs of universal telecommunications services.
The estimated cost of the Program is VND 11,000 billion, and from the revenues of Vietnam Public-ultility Telecommunication Service Fund.
