Proactively participating in Industry 4.0
On behalf of the Politburo, Party General Secretary and President Nguyen Phu Trong has recently signed Resolution No.52-NQ/TW on September 27, 2019 on a number of guidelines and policies to actively participate in the fourth Industrial Revolution (also known as Industry 4.0).
It can be seen that, over the past time, Vietnam has stepped up the application and development of science, technology and creative innovation and enhanced the ability to access and participated in Industry 4.0. However, the level of active participation is still low. Therefore, Resolution No.52 aims to make full use of opportunities brought about by Industry 4.0.
Specifically, by 2025, Vietnam strives to maintain its position in the top three ASEAN countries in the Global Innovation Index (GII) rankings; aiming for the digital economy to account for about 20% of the GDP while labour productivity to increases on average over 7% per year. By 2030, Vietnam will strive to be among the top 40 countries in the world in the GII rankings; aiming for all people have broadband access at a low cost the and digital economy accounting for over 30% of the GDP; and labour productivity increasing on average about 7.5% per year.
In order to achieve the above-mentioned objectives, Resolution No.52 states that two guidelines and six major policies need to be implemented. They include: innovating thinking and unifying perception, perfecting institutions to facilitate proactive participation in Industry 4.0 and the process of national digital transformation.
There are specific policies on the development of essential infrastructure; development and enhancement of the national creative innovation capacities; human resource development; development of priority sectors and technologies; and international integration. Besides, a view that has received a high consensus among researchers is that the nature of Industry 4.0 is the digital movement, including digitising the whole of society, digitising enterprises and digitising the field of state management, in which the highlight is the digitisation of enterprises.
Specifically, the State will support the digital transformation in businesses and current manufacturing sectors in order to optimise, allocate and improve the efficiency of resource use, and enhance competitiveness; at the same time, promoting creative innovation to create new industries, products, and business models. Thus, the State has a huge role in creating creative ecosystems with superior institutions to take advantage of the fields with strengths to create breakthroughs in the economic transition.
Embarking on the strong implementation of Resolution No.52, in the first week of October, 2019, the Industry 4.0 Summit 2019 with the participation of about 4,000 domestic and international delegates will be organised by the Party Central Committee’s Economic Commission with an aim to assess the situation of the participation in Industry 4.0 of Vietnam in recent years, as well as disseminate and grasp the guidelines and policies of the Party and the State on actively participating in this revolution in the coming time.
Also in 2019, a series of contents related to Industry 4.0 were actively implemented by the Government. Specifically, assign functional agencies to prepare a draft national strategy on the Fourth Industrial Revolution through 2030; a draft national digital transformation plan; a draft on a project of establishing the National Innovation Centre. Notably, the Government issued Decision No.999/QĐ-TTg on August 12, 2019 on approving the Project on Promoting Sharing Economic Model. These are specific steps to implement and realise Resolution No.52, contributing to creating a breakthrough in socio-economic development.
