e-Cabinet represents important pilot step towards e-Government

PM Nguyen Xuan Phuc highlighted the determination to build e-Government and e-Cabinet with Vietnamese identity without copying any foreign modals.

 PM Phuc made the point at the launching ceremony of the e-Cabinet system which targets to shift from paper-based working modal to electric, modern, transparent, and efficient working environment.  

According to the PM, the Government has drastically accelerated the e-Government building by learning and researching successful and unsuccessful experience from other countries and enabling technological and relevant companies to engage in the process. 
 
He went on to say that this is only the initial and important pilot step. 
 
PM Phuc acknowledged the difficulties in applying the new method of working. However, the Government chief underlined the determination to build e-Government which is the inevitable trend. “If we hope to successfully build a digital-based economy and a digital-based society, it is firstly important to build e-Government in which e-Cabinet represents the first step,” said PM Phuc. 
 
e-Cabinet not only helps cut working time but also requires more preparations and comments. 
 
On this occasion, PM Phuc proposed making a legal framework for e-Cabinet to operate in an effective manner. 
 
The Government’s members were urged to uphold the pioneering sprit and soon mastering the system. The Government is working toward cutting 30% of average meeting time and using 100% of e-documents (apart from confidential ones) at governmental meetings by the end of 2019. 
 
The Office of the Government was assigned to receive and finalize the system in the coming time. The Ministry of Public Security, the Ministry of Information and Communications, and the Government Cipher Commission were asked to ensure network security and system security to prevent information and database disclosure./.
